The PP proposes to rebate 100% of the donation tax for amounts intended for the purchase of a home

The emergency problem of access to housing in Spain, which is among the main concerns of Spaniards, has led the PP to present its own proposals, following the initiatives that the progressive Government is also promoting. The popular parties have made public this Thursday a shock plan of 16 measures, among which tax deductions stand out to help young people buy their first home and to put empty properties on the market. Among them, the PP proposes subsidizing 100% of the inheritance tax and donations of amounts transferred to family members for the purchase of a house. This is a state tax, but its management is completely handed over to the autonomies, and in many of them generous discounts are already provided for the closest kinship groups. The popular parties are also open to negotiating with the Government “surgical” measures to limit tourist apartments, while maintaining their rejection of rent price control.

The PP is committed to a model of tax incentives primarily aimed at homeowners and those who can help their relatives buy a flat. In addition to subsidizing the donation tax, designed above all for parents who want - and can - help their children buy a home, the PP proposes a deduction in personal income tax of 100% of the income of owners who formalize new lease contracts for young people of properties that have been unused for two years. This last measure seeks to remove empty apartments from the market.

The popular ones also propose building rental housing at affordable prices, with public-private collaboration formulas, guaranteeing the rental deposit for young people with medium and low incomes and non-payment insurance for those who rent their home. The third leg of his plan is to combat illegal squatting, with the eviction of homes within 24 hours as the star measure and the increase in penalties.

As a novelty, the PP is open to studying with the Government some “surgical” measure to limit tourist apartments, as confirmed at a press conference by the popular deputy secretary Paloma Martín, always in dialogue with the affected City Councils. The Popular Party also does not close the door to negotiating with the Executive the Land Law, which is in parliamentary processing and for which the Executive looks to the Popular Party due to the reluctance it arouses in several of its partners, including Sumar.

The PP is frontally opposed, however, to the rental price control proposed by the Government through the declaration of stressed areas.
