The Senate is getting ahead.
While the idea of the “SME test” has caught the attention of Bercy as part of the preparation of its simplification bill planned for examination before the summer, senators are examining this Tuesday a bill for the 'establish.
Popular with employers who have been asking for it for years, this system aims to test the impact of standards on companies, before their implementation.
At the initiative of Senator Olivier Rietmann, LR president of the senatorial business delegation, the text was first submitted to the law committee of the Upper House, then adopted.
To ensure that everything works well, the senators want to create a specific body, the High Council for Simplification for Businesses.
Reporting to the Prime Minister, this body would have a consultative administrative commission, and be headed by a president responsible for leading a network of simplification correspondents in central administrations.
The government would also have the obligation to seek advice from this council on all draft laws that would have an impact on businesses.
Each opinion must include a public “SME test”.

If the PPL is adopted, the representative organizations will sit on it, as well as a representative of large companies and a representative of SMEs.
All this to ensure the necessity, adequacy and proportionality of the standards that apply to businesses.
