The clubs' new house will have to wait

- With her usual strict words, Inning's treasurer Silke Krause urged thrift and economy when voting on the budget for the current year. “The simultaneous start of various construction measures is already planned for this financial year. Starting next year, the municipality will have an extremely tense financial situation,” she said at the municipal council meeting on Tuesday. She warns the local councilors in a similar way every year. Mayor Walter Bleimaier is aware of this “raised index finger from the treasurer”, but admitted: “Overall, we have to make sure that we don’t overextend ourselves.” At just under 31 million euros, the budget is slightly below last year’s record budget of 33 million euros .

Inning has been blessed with high business tax revenue in recent years and, unlike most district municipalities, has been able to initiate large projects. Bleimaier realized “that not everything is happening as quickly as we would like anyway. This time too it will take a long time.” In any case, the construction of a new building for the clubs is on hold. The local councilors had been debating for a long time whether a new house should be built at all or whether the old one should be renovated and expanded. It wasn't until March 2023 that they were able to bring themselves to build a new building. A meeting place is planned, the cost of which has been estimated at 10.6 million euros. At the same time, there are other ambitious projects that are at the forefront in terms of urgency: open all-day school, day care, sports field expansion and housing construction on Griesstrasse. The costs for the addition to the fire station have also increased again (we reported).

With a heavy heart, the Finance Committee therefore recommended that the House of Associations be postponed until the end of 2027. For theater clubs and music schools that use the Club House, this at least means a certain degree of planning security - and for all other clubs and institutions the luck of being able to benefit from voluntary donations again this year. The community is spending a total of 123,137.50 euros on this. Inning does not have to change the assessment rates for property and trade tax. These remain stable at 320 and 330 percentage points. “Unchanged for 25 years,” said Bleimaier proudly. However, he admitted that taxes were comparatively high 25 years ago, but are currently “further down” in comparison. He did not want to give assurances whether this would be maintained in the coming years.

In order to be able to balance the budget, in which a lot of investments have to be made with the projects listed, Inning will probably have to take out a loan of three million euros. In all likelihood, a further loan of 7.5 million euros will be necessary in 2025, said Silke Krause. At the same time, the reserves are melting from 6.2 million euros to 3.5 million euros. But the treasurer wasn't so pessimistic that she didn't think an addition to reserves would be possible again from 2026 onwards.

Many ambitious projects

The budget volume in Inning for the current year is almost 31 million euros, around two million euros below the volume of the record budget year 2023. The budget has to withstand a few things, for example an uncovered expense for childcare amounting to 1.1 million euros. In addition, there are major investments to be made, even if only part of the costs are incurred for the current year because, as with the fire department extension, only planning costs are incurred this year.

The total costs of the projects are estimated as follows: fire department extension around 2.5 million euros, school expansion (OGTS) 11.8 million euros, school sports facility 1.2 million euros, day care 4.2 million euros, sports field expansion 4.75 million euros, development of the new development area in Bachern 700,000 euros, expansion of Bacherner Weg 2.9 million euros, town thoroughfare and market square two million euros, drainage through town thoroughfare 730,000 euros, renovation of wall in the depression 320,000 euros, drainage of Landsberger Straße Stegen 350,000 euros, renaturation of Inninger Bach 656,000 euros, day water canal Buch 480,000 euros, PV systems building yard/school/kindergarten 400,000 euros, roof renovation Gasthof Post 250,000 euros, new building on Griesstrasse 7.3 million euros. Two million euros are earmarked for the acquisition of land by 2027. According to the treasurer, 6.75 million euros are expected to be due for the projects in the current year.
