This fact also relates to the Noah-Orenstein case, which was exposed a few days ago by Haim Levinson in the Haaretz newspaper, and it once again brings up for discussion the question of how the various ethics committees of the Bar Association have not discussed Noah's case until now.
In an investigation that was broadcast several years ago on the "Ovda" show, the Supreme Court justices were seen watching him while Neve was apparently recording them without their knowledge. The director of the program was even interviewed in the media and admitted that Neve provided the recordings to the fact.
A complaint was indeed submitted to the ethics committee in the Tel Aviv district against Noveh. The chairman of the committee at the time, Gabi Moyal, shelved the complaint after a day, and this was when he received an appointment as an arbitrator in a number of legal arbitrations in the amount of more than one million shekels while serving as head of the bureau.

A year ago, after a petition was submitted against Noah's participation in the elections for the head of the Bar Association, the Ethics Committee of the Tel Aviv District canceled the Geniza and transferred the handling of the complaint to the National Ethics Committee. The national ethics committee is headed by attorney Menachem Moshkowitz, who was appointed to his position in January 2016.
Moshkowitz, like Moyal, also received a list of arbitrations that yielded him a considerable fee, one of which was handed to him two and a half weeks before he was appointed to his position as chairman of the committee.
While the complaints regarding Noah's entry into Israel without a passport stamp, for which he was convicted twice, Moshkovich, who refrains from dealing with Noah's affairs, forwarded them to the committee in the Jerusalem district, which 6 years after the affair did not prosecute him, the complaint regarding the "Ovda" affair remained unknown to him without Any treatment is close to a year, and without discussion among all the members of the national ethics committee. This, when anonymous letters without a signature are sent to the district ethics committee asking it for an explanation as to why the genizah was canceled.

The law of the Bar Association states that a member of the Ethics Committee of the Bar Association can be appointed for two terms, the cumulative length of which is a maximum of 8 years. Last January, Moshkovich's term of office ended, and at the end of last February, Knesset member Simcha Rothman agreed to the request of the head of the bar Amit Bacher initiated a personal law that allows for the extension of another term. This law was passed at record speed in a month, two days ago, during which the Knesset approved it in four readings, and Rotman held meetings on an extremely short schedule. All this, not before the legal adviser to the government and the legal counsel to the Knesset had reservations about the personal elements in it. During the legislation, Rotman repeatedly thanked the head of the bureau Bakr from the Knesset dais for their cooperation.
Despite the expiration of his term, the head of the bureau Bakr did not hold a meeting to elect a new chairman , and even tried to run Moshkovich, who until recently served as the legal advisor of the Torah Flag party, for the position of bar representative on the committee for appointing judges, a nomination that was removed after public pressure from women's organizations.
At the same time, a demonstration was held in front of Becher's house led by former Knesset member Abir Kara. This, a few days later, at the end of February, Bacher and Moshkovich held a meeting with Kara and the CEO of the lobbying company, in which Bacher pledged that all complaints submitted to the ethics committees regarding "extortionist" class action lawsuits would be forwarded to the national ethics committee for handling, and that a direct channel would be opened between Moskovich to the CEO of the lobbying company.
There was no response from the attorney's office.
