Marseille: “in the face of all-powerful insurers”, the victims of rue de Tivoli call on the State and the mayor for help

The anniversary date is getting closer, but the situation is stagnating, much to their dismay. In two letters relayed on At the heart of their concerns: the lack of agreement with insurance companies, and in particular the establishment of a framework agreement as it was possible to implement after the explosion on rue de Trévise in Paris.

A first letter dated this Thursday is addressed to Prime Minister Gabriel Attal, to the Minister of the Economy Bruno Le Maire, to the Secretary of State for the City Sabrina Agresti-Roubache and to the interministerial delegate for victim assistance Alexandra Louis. The victims say they

are “confronted with a strong feeling of discouragement and abandonment”

“in the face of all-powerful insurers in this matter”

who refer them

“to their ordinary insurance contracts”

. This situation is explained by the fact that insurers argue

“a risk of a lack of responsibility at the end of the criminal investigation.”

A year after this tragedy which cost the lives of eight people, no indictment has been issued in this case.

“We have the impression that the insurers are playing for time, waiting for the pressure to drop, and that once that happens, we will find ourselves all alone

,” worries one of the spokespersons for the Tivoli April 9 collective, Roland Bellessa, from Le

Figaro.

Legislative work

In this letter, the collective calls for

“complementary action by the State”

.

“The State could guarantee the amounts incurred by insurers in the event of no civil liability being identified in the long term,”

writes the collective.

Indeed, we cannot accept that full compensation for victims who cannot be held responsible depends on the potential identification of someone responsible.”

The collective suggests in particular the implementation

of “legislative work so that rapid compensation for victims does not depend on an appeal to the morality of insurers but on a legal obligation.”

In a letter addressed to the mayor of Marseille Benoît Payan, the collective requests

“financial participation from local authorities”

in the event of failure of State intervention.

“This was done as part of the explosion in rue de Trévise, which helped to resolve the situation

,” recalls the collective.

“The funds committed will be returned to you once the civil responsibilities, with or without fault, have been identified, which is almost certain in the long term

,” states the missive.
