Hamburg, Berlin, and Bavaria are at the forefront of digitalization. A lack of digital management is a common weakness.

Within just a few years, Germany as a whole has worked its way up from midfield to fourth place. When it comes to the digital economy, however, the federal state comes last. The situation is nowhere hopeless, but at the same time, there is room for improvement even among the pioneers. The two city states of Hamburg and Berlin are in the lead, which is probably not just Wintergerst who finds it quite surprising in the case of the federal capital. In this category, the city state only came in eleventh place. In the digital society, the first place is Mecklenburg-Western Pomerania. For the Bitkom boss, it is a wrong move that wastes time and resources. Even Hamburg, as a digital leader, can learn a lesson from others when it comes to its moderately digital society. The goal must be to bring the laggards up.
